Dr. Rosemary Farayi Masaire is Director of the Business Management and Marketing Research Unit at Decipher Research Centre and a specialist in entrepreneurship, innovation, marketing, and public policy. She leads the production of evidence-based research that strengthens governance, improves regulatory effectiveness, and supports high-quality decision-making across public and private institutions.
Her work bridges academia, industry, and the state, translating rigorous scholarship into practical reforms that advance competitive markets, responsible enterprise, and sustainable development. With a PhD in Business Management and a strong record of mentoring innovation initiatives, Dr. Masaire is particularly committed to ensuring that policy and institutional change is both technically sound and implementable within emerging economy contexts.
The establishment of Decipher Research Centre was motivated by the growing need for independent, evidence-based legal and policy analysis capable of bridging the gap between academic research and real-world governance challenges in Zimbabwe and comparable jurisdictions.
